(H.R. 4015 Opposition)

Dear Congressional Leader:

I am writing in OPPOSITION of H.R. 4015.  If passed, the proposed legislation would reduce competition and increase production costs for the most efficient milk processors and unnecessarily drive up milk prices.

Although H.R. 4015 has the stated purpose of closing a loophole in current dairy regulation, regulating producer-handlers in Arizona, while exempting Nevada from federal regulation would truly result in adding to the profits of competing dairy processors by extracting more money for milk from the consuming public.

I am very troubled that this proposed law would enact rules that increase the price of milk to the consumer and limit competition in the marketplace. There is proof that if this legislation passes, independent dairy operations that milk their cows and bottle their own milk will go out of business.  Already the number of producer-handlers has declined in total number from over 400 in 1969 to about 60 today. The sheer decline in the number of producer-handlers indicates that the purported “unfair advantage” simply does not exist.

I urge you to also consider the harmful effects this legislation would have on milk-drinkers.  As retail milk prices rise, per capital milk consumption could fall even further and negatively impact efforts to promote good nutrition and reduce obesity, especially among school-aged children. Consumer organizations, such as the Consumer Federation of America (CFA), have consistently maintained that higher milk prices hurt low-income consumers most.

The bottom line: It is irresponsible to raise milk prices without just cause at the risk of hurting low-income milk consumers for the benefit of big dairy processors.

I urge you to oppose H.R. 4015 and express concerns to Congressman Bob Goodlatte , the Chairman of the House Committee on Agriculture, that H.R. 4015 should not be passed.

Sincerely,
